These positions are located on the Region 5 Fire and Aviation Management Staff. The duty station is Clovis, California. Target grade is GS-09. The incumbents serve as advanced trainees supporting Regional & Forest monitoring and management of air resources & smoke, regulatory compliance, and natural resource protection for air pollution. Duties

Duties listed are at the GS-07 performance level. As an advanced trainee, performs specific portions or minor phases of assignments in support of broad functional activities for which the supervisor/senior Air Resource Monitoring (ARM) Specialists have overall responsibility. Under the direction of an ARM specialist, implements directed portions of monitoring plans and conducts quality assurance/control plans for various projects. Conducts technical field air monitoring support activities such as; data collection, data management, data quality control and conducts site visits to maintain, audit, and repair air monitoring equipment. Performs or assists in collecting field samples (e.g. water, lichen, etc.), site selection, site set up and maintenance of smoke monitoring equipment in order to monitor air quality. Supports ARM Air Specialists in preparation of inventory and monitoring evaluation reports through data quality control, entry, and analysis of field data within an air quality database. Conducts initial qualitative and quantitative analysis of monitoring data and assists in producing evaluation reports and conducting graphing/modeling to support findings. Gathers, analyzes, and shares air quality data with ARM specialists and forest staff for incorporation into forest plan revisions. Conducts analysis of emissions providing results to the ARM Specialists

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. This is an interdisciplinary position and may be filled in any of the job series listed below. Basic Requirement: For the GS-0401 Series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. Degree: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. For the GS-1301 Series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-05 level: No specialized experience required at this grade level. Applicants who meet the basic education requirements described above are fully qualified for the GS-05 entry grade. For the GS-07 level: One full year of graduate level education; OR an appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR One year of specialized experience equivalent to the GS-05 in the Federal service. Examples of specialized experience include two or more of the following: Helped direct portions of monitoring plans and conducted quality assurance/control plans for various projects. Assisted technical field monitoring support activities such as; data collection, data management, data quality control. Helped conduct site visits to maintain, audit, and repair air monitoring equipment. Assisted in the preparation of inventory and monitoring evaluation reports, Provides database data and reports to various users. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
