About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at US Army Cyber Command, 2nd Army ACOS G- 2, with duty location Fort Eisenhower, GA.
Duties
Serves as a senior All Source analyst within the CI and HUMINT Operational Support Element (OSE), Counterintelligence (CI) and Human Intelligence (HUMINT) Division (G2X), Army Cyber Command (ARCYBER).
Conducts all source intelligence analysis focused on cyber intelligence, surveillance and reconnaissance collections and their impact on the coordination, deconfliction, and synchronization of all Army HUMINT and CI activities in the cyber domain
Represents ARCYBER at Combatant Command (COCOM), ASCC, and other Intelligence Community (IC) members in planning and coordination of strategy concerning the conduct of Army HUMINT and CI activities.
Conducts intelligence analysis collaboration and operational coordination between DoD, INSCOM, COCOM, other ASCCs, Sister Service Component Commands, government agencies All Source analysis as it applies to the cyber domain.
Assists the ARCYBER G2X in the development, coordination and presentation of collection requirements for policy and doctrine development to senior ASCC, COCOM, Army G2X, other DoD, and non-DoD agencies.
Coordinates All Source and cyber intelligence analytical support on cyber related analysis, commander’s inquiries, vulnerability assessments, and multi-discipline threat analysis in support of ARCYBER and subordinate commands.
Requirements
- Must be able to obtain and maintain a Top-Secret (TS) security clearance based on a T5investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-employment and periodic basis.
- Must be able to obtain and maintain access to National Security Agency (NSA) and Defense Intelligence Agency (DIA) accredited facilities/networks. [Military External Affairs Division (MEAD)Security In-Processing (SIP) process.]
- Temporary duty (TDY) travel will be required approximately 20% of the time, CONUS and OCONUS, as well as potential extended duty with long hours in a high-pressure work environment.
- Shift work, irregular tours of duty, and/or extended duty will be required.
- All ARCYBER employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Two year trial period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized experience is defined as experience conducting 1) All Source intelligence analysis and 2) cyber intelligence analysis of HUMINT (Human Intelligence) and CI (Counterintelligence) to support operations and mission management This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
