About the Position Incumbent will serve as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed. Makes overall assignments of functions to contract staff and assists them with major problems, within a contract.
Duties
Evaluates management of the Rental Partnership Program and Utility Deposit Waiver Program.
Makes studies and surveys of area ordinances and regulations governing community life and recommends new ordinances, regulations or amendments for improvement of housing administrative policies
Analyzes and prepares statistical data for a variety of reports. Assists in Basic Allowance for Housing (BAH) data collection and reports submission.
Assists in development of overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects. Maintains/monitors enterprise Military Housing (eMH) database.
Provides oversight of all UH related activities including utilization and day-to-day operations
Ensures adherence to the compliance of the RCI transaction documents and the Community Development and Management Plan (CDMP)
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a valid State drivers license.
- This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions
- Position may require after hours call-back for emergencies.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes (1) Developing, implementing or analyzing housing policies, procedures and work plans; (2) Evaluating management, maintenance and operating costs of development projects; (3) Assisting with development of installation plans for restoration, modernization and replacement projects; and (4) Preparing, analyzing, presenting and briefing reports.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
