This position is located in the Bureau of Fiscal Service in the Division of Procurement Services (DPS); Branch as Assigned. Duties

The Bureau of Fiscal Service Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

Qualifications

You must meet the following requirements by the closing date of this announcement. To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; [or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.)] if applicable. For more information on education requirements go to Treasury's Pathways Program. *Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. To qualify for the grade GS-9 level, you must meet the following requirements: A. Education: In the Recent Graduates Program, you may qualify based solely on education as follows: 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR B. Specialized Experience:You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: - Experience directly using procurement regulations or procedures; OR - Experience in simplified acquisitions (equal to or less than $250,000) or contract administration functions (contract modifications and/or changes). OR C. You may qualify by a combination of experience and education listed above in which the percentage of specialized experience and education totals to 100%. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your résumé. To qualify for the grade GS-7 level, you must meet the following requirements: A. Education: In the Recent Graduates Program you may qualify based solely on education as follows: 1 full year of graduate level education, or a Bachelor's Degree and meet one of the following requirements for superior academic achievement: GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. A copy of transcript or list of college courses designating semester or quarter hours earned is required. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR B. Specialized Experience: You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes: - Experience following procedures while working in a team environment; AND - Applying rules or regulations in order to accomplish work assignments and meet deadlines; AND - Communicating effectively with internal or external customers, both verbally and in writing, to make recommendations or give instructions. OR C. You may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%.

Education

Basic Requirement for Contracting Series (1102) at the GS-12 and below:

A.
A 4-year course of study leading to a bachelor's degree with a major in any field.

OR

B. At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
