Positions are with HQ/Energy, Minerals, and Realty Management Directorate, Division of Renewable Energy (HQ330) located in Washington, DC.
Duty Location will be Washington, DC or Grand Junction, CO.

Duties
Provides national oversight, formulates, develops, and recommends policies, plans, standards and procedures.
Undertakes special projects of national or regional significance to achieve important conservation objectives. May represent the BLM in complex negotiations with other governmental entities, landowners, conservation groups and others.
Works with the Solicitor in reviewing right of way activities pursuant to the Federal Land Policy and Management Act and other requirements of public land laws and policies.
Promotes the renewable energy and lands and realty program with industry, public interest entities, and other governmental agencies, by serving as a bureau representative at conferences, workshop, and meetings.
Provides technical advice to other staff specialists and the Division Chief; determines when to consult with legal and fiscal authorities.
Prepares briefings and participates in high level conferences and briefings with representatives of private industry, local civil entities, state and local governmental groups and other entities.
Prepares responses to various types of correspondence and other inquiries from legislative and executive agencies and the general public on broad lands and realty issues.
Provides expert guidance in the form of regulations, manual releases, handbooks, and instruction memoranda for field use, for both existing and new emerging issues.

- Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.

Qualifications

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as:
Experience expertly interpreting and applying lands and realty legal authorities including regulations, manuals, legal opinions and decisions;
Consulted as an authority with lands and realty programs associated with multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way;
Working with outside partners and other agencies in land tenure adjustments;
Managing and interpreting lands and realty data;
Interpreting or developing policy and realty related training; and
Experience working on complex realty related issues and policies.
For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as:
Experience understanding and applying lands and realty legal authorities including regulations, manuals, legal opinions and decisions;
Working with lands and realty programs associated with multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way;
Working with outside partners and other agencies in land tenure adjustments;
Assisting and supporting lands and realty data;
Organizing or contributing to policy and realty related training; and
Experience working on realty related issues and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
