Duties

Serves as the Chief Ranger/Senior Law Enforcement Officer of Isle Royale National Park. Is an engaged member of the Park Leadership Team. Advises peers and Park Superintendent in an interdisciplinary environment. Primary responsibilities include leadership and oversight of the visitor and resource protection work group. Also conducts visitor and resource protection operations, performing and managing complex emergency service operations in law enforcement, emergency medical services, search and rescue, wildland fire, and structural fire. Supervises two Supervisory Park Rangers/District Rangers. Other responsibilities include managing the park's Safety and Loss Management Program, providing assistance to Keweenaw National Historical Park on resource protection matters, maintaining relationships with cooperating law enforcement and emergency service agencies, concessionaires, and VIP Use and Occupancy permit holders. Additionally, is involved with park and regional efforts, such as long-range planning, updates to compendia, review and development of standard operating procedures. Manages fiscal resources for the work group. Operates a motorboat to conduct law enforcement patrols, access remote areas for emergency response, and to support park operations. Physical Demands: For six or more months/year, on island duties in SCUBA, fire suppression, EMS, law enforcement, boating operations and SAR all involve intense physical demands in sometimes hazardous conditions. Travel conditions, including daily transport and patrols, involve operation of motorboats, non­ motorized boats, and hiking long distances in sometimes steep and rocky terrain with downfall trees or tree-roots as routine trail hazards. Since all in-park travel is accomplished by foot on the trail system or by vessel or aircraft, unsafe conditions exist regularly. Outside air temperatures and conditions range from below freezing to rainy, to hot, dry, summertime conditions - and everything between. No air conditioning exists in the park. Work is frequently conducted out of doors in all weather conditions. At other times, work is conducted in an office environment and may involve sitting, standing, or typing. Working Conditions: Isle Royale National Park is in the Northwest comer of Lake Superior. The Region is characterized by sudden storms, changes in weather patterns, extremely cold water, and remote and isolated communities and facilities. The incumbent is occasionally required to perform physically rigorous assignments and mandatory physical fitness and medical standards apply.

Qualifications

All qualifications must be met by the closing date of this announcement-06/24/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: Applicants must meet ALL of the following to qualify: Must currently possess, previously held (within the past three years), a valid Level I Law Enforcement Commission, by closing date 06/24/2024. This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification closing date of this announcement. 06/24/2024. Selectee will travel by motorized and non-motorized boats; and must be able to successfully complete the Department of the Interior Motorboat Operator Certification Course. - AND - To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: provides leadership, oversight, and management of the visitor and resource protection division, which includes law enforcement, EMS, SAR, SCUBA diving, structural fire prevention and suppression, wildland fire, port security, marine transportation security, and HAZMAT/oil spill. Serves as an integral member of the park leadership team by providing technical guidance and council to the superintendent and fellow division chiefs regarding resource protection, physical security, safety, and emergency operations. Responsible for the full spectrum of visitor and resource protection programs; ensuring appropriate enforcement of all applicable federal and state laws; coordinates and conducts detection, investigation, apprehension, and prosecution of violations. Ensures a high level of emergency preparedness and response capability, and coordinates initial responses to emergency medical, search and rescue, and other all-risk incidents. May serve as an incident commander or operations chief on high level incidents. May participate in wildland and/or structural firefighting. Promotes interagency cooperation and coordination with other federal, tribal, state, and local partners; serves as the senior law enforcement officer providing specialized guidance linked to complex investigations involving the NPS. Manages the park's Safety and Loss Control Management Program. You must include hours per week worked. ICTAP/CTAP Clearance (Example: Rehires): REMEMBER TO UPDATE THE "WHO MAY APPLY" FIELD- Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 06/24/2024 a valid Type I National Park Service (NPS) Law Enforcement Commission (or equivalent), Please visit the Association of National Park Rangers' Seasonal Law Enforcement Training Program (SLETP) for additional information on approved training courses and equivalency for commissioning.
