The incumbent serves as a Medical Technician for phlebotomy in Pathology and Laboratory Medicine Service at the Hershel "Woody" Williams VA Medical Center. Incumbent has the following major areas of responsibility: Accepts, Reviews and Accessions specimens into laboratory computer systems, using both automated and manual methods; Collects blood by venipuncture on both in and outpatients; Collects urine specimens and issues 24 hours containers.

Duties

Duties include but not limited to: - Performs venipunctures on outpatients & inpatients by correctly identifying patients full name, full social security number, and/or date of birth., selecting appropriate collection devices (i.e., proper collection tube, appropriate anticoagulant, etc.) and taking any necessary precautions in specimen preparation (i.e., protect from light, place ammonias in ice, etc.). - Adheres to safety, infection control, and universal precautions while drawing blood. This includes such things as replacing bed rails, removing tourniquets and wearing gloves. Must be proficient phlebotomy procedures and standards. In additions, must develop the essential speed required to complete the blood drawing duties. - Instructs patients in proper procedure for 24 hour urine collection. Collects random urine specimens. - Collects specimens based on urgency designation of STAT,ASAP,TIMED and ROUTINE regardless of location. Receives, verifies required collection information, and accessions appropriate orders for laboratory testing using the appropriate CERNER LIS options, CPRS and VISTA options. - Recognizes emergency situations and takes necessary action. Notifies technologists of impending work and of any issues that may adversely affect analysis. - Prepares specimens, operates centrifuges and other minor equipment within the laboratory for specimen processing and delivery to testing areas. - Answers incoming calls for Laboratory Services. Quickly finds and relays accurate information or refers the caller to technical personnel. Work Schedule: 08:00 AM-04:30 PM Compressed/Flexible: To be determined by supervisor. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,06/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: In addition to the general experience, applicants must meet the following specialized experience: Utilizing centrifuges, automated processors, and laboratory refrigerators and freezers. Sterilizing and autoclaving contaminated material according to safety policies. Understanding and applying continuous process improvement throughout the laboratory. Adhering to all universal precautions, infection control, and safety regulations associated with the laboratory. Evaluating the suitability of specimens. OR, Education: Successful completion of an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR, 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of (a) a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; OR, 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands are primarily standing and walking, but also some bending, lifting and carrying of light items. The work requires above average agility and dexterity.
