About the Position: Serves as Quality Assurance Specialist responsible for surveilling contractor's compliance with Performance Work Statement (PWS) requirements.

Duties

Analyzes and evaluates contractor performance and determines if performance complies with performance and maintenance standards contained within the Performance Work Statement (PWS). Executes surveillance techniques and procedures as outlined in the Quality Assurance Surveillance Plan (QASP) to use in inspecting the operation of surveilled functions under the PWS to determine the degree of efficiency and effectiveness achieved. Analyzes quality data to detect unsatisfactory trends/conditions and/or weaknesses in the contractor’s Quality Control (QC) program and monitors QC procedures. Reviews and evaluates technical data to identify characteristics that may affect the quality of the finished product. Reviews and evaluates Field Level and Limited Sustainment maintenance services and procedures through periodic audit and surveillance inspections. Formulates recommendations for corrective action by the contractor when deficiencies and unsatisfactory conditions are encountered, and initiates follow-up checks to prevent recurrence. Prepares Quality Surveillance Reports and maintains files.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 1 background investigation.
  • Possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Inspection ManagementProduct and Service ExaminationQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
