This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Human Capital and Talent Management's Workforce Planning, Policy, and Systems Management, at the U.S. Agency for International Development (USAID).
Duties
Identify, develop, manage, and lead initiatives, including to develop and implement Agency action planning and communication strategies, to improve employee engagement or customer experience, and Agency surveys.
Technical expertise/advice creating/conducting surveys and other quantitative/qualitative methods to produce detailed analyses of complex workforce or organizational operations and processes.
Analyze, evaluate, and/or develop new or modified policies, regulations, processes, and procedures, regulations, goals, and objectives.
Analyze and evaluate quantitatively and qualitatively the effectiveness of workforce operations in meeting established goals and objectives and make recommendations based on findings.
Oversee, and/or design and undertake management studies or data gathering efforts using surveys or similar methods to produce reports, and analyzes program and/or management control techniques to inform management and senior leadership.
Requirements

- Must be able to obtain and maintain a Security clearance.
- If applying under Merit Promotion procedures, time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-14: To qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 level include; Experience developing and implementing surveys using qualitative and quantitative analysis to assist Internal/External stakeholders in providing insight and making informed high level decisions; Documented experience planning, designing and using surveys, focus groups and survey questionnaires to complete a data analysis and produce useable results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
