The Defense Contract Audit Agency (DCAA) performs contract audits for the Department of Defense (DoD) and other Federal agencies; and provides accounting and financial advisory services regarding contracts/ subcontracts to all DoD Components responsible for procurement and contract administration. Its work benefits our men and women in uniform and the American taxpayer.

Duties

Serves as the Corporate Audit Directorate – Lockheed Martin/BAE. With the aid of the Deputy Corporate Director, directs and manages the operation of the assigned Corporate, with a $50 million annual operating budget. Ensures the coverage of mission critical contract audit and financial advisory services in support of the National Defense and related contracts with major Defense contractors. Directs the contract audits and assessments of U.S. Government contractors’ systems for adequacy, accuracy and the acceptability of incurred and proposed contract costs in accordance with GAGAS and in compliance with the FAR. Through scientific statistical risk analysis procedures, tempered with expert judgment, assures that resources are properly assigned to subordinate field elements in a manner designed to achieve maximum payoff to the Government. Approves highly sensitive audit reports having intense congressional or DoD policy level interest. Meets with high-level DoD, contractor and procurement officials to resolve significant technical problems which, because of their magnitude, sensitivity or precedent-setting nature, require top level management intervention. Represents the Corporate or DCAA in meetings with DoD and other Federal agency officials, foreign, state, and local officials, leaders of civic groups, senior level officials from major Defense contractors, and other top-management officials. Oversees the Corporate’s personnel, financial, information and other resources management and administrative services programs to assure that they adequately support the Corporate's audit mission.

Qualifications

Eligibility for this position will be based on meeting the basic education requirements below and clear and comprehensive indication that the applicant has had experience of the scope and quality sufficient to carry out the duties and assignments of the position. Applicants must meet the basic education requirements and possess the essential skills, knowledge, and abilities listed in the Executive Core Qualifications and Technical Qualifications paragraphs below. EXECUTIVE CORE QUALIFICATIONS: Applicants will be evaluated in the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government. All competitive applicants must submit a narrative statement covering each of the ECQs. Narratives should be limited to no more than 2 pages per each ECQ for a total of 10 pages. For detailed information on submitting the ECQs, please review OPM's Guide to the Senior Executive Service Qualifications. OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit a narrative statement specifically addressing each of the following Technical Qualifications. Narratives should be limited to no more than two pages per factor. Applicants will be evaluated against each of these factors: 1. Demonstrated executive level experience in managing operations that perform a full range of highly complex professional audit, accounting, or audit advisory services. This should include a comprehensive knowledge of Federal Government or other large private organizations' professional auditing standards, principles and practices for conducting highly complex audits. 2. Extensive experience in in leading organizational change with demonstrated success in change management best practices, including business process re-engineering, strategic communications, and building coalitions with all levels of management in the Federal Government or large private/corporate/industry organizations, Defense Contractors, or variety of external organizations. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires the Enterprise Perspective. The applicant must have the ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within your application package.

Education

Degree: A bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting is required. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.").
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This must include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
