About the Position: You will serve as Senior Budget Analyst, in the Budget, Manpower, and Management Branch of Resource Management (RM). The position involves technical, and administrative responsibilities for, the formulation, justification, and execution of the Districts Command Operating Budget (COB) and all other budget issues. You will act as the principal advisor to the Chief, Budget, Manpower, and Management Branch (Budget Officer) on all budget matters.
Duties
Develop plans and procedures and issues guidance for the formulation and execution of the District’s Command Operating Budget (COB) including revolving funds and direct funded civil appropriations.
Prepare the monthly RM Forum briefing by compiling data from organizational offices, perform review and provide analysis of the effect of deviations on funding targets.
Receive, process, and record all Civil Works Funding Authorization Documents (FAD), Reprogramming Work Allowances and Transfers and maintain detailed files.
Monitor funding execution and report by preparing a variety of financial reports, special studies and schedules as directed by the Budget Officer.
Advise and instruct other team members on technical work matters and provides assistance with new, unusual or complex financial transactions or issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to obtain and maintain DOD Financial Management level II certification within 24 months of appointment.
- This is not a full-time remote position. The duty station is Memphis, TN. There may be an opportunity to telework a portion of the work week.

Specialized Experience: One year of specialized experience which includes 1) experience with formulation, justification and execution of the command operating budget; 2) knowledge and skill in the application of related laws, regulations, policies, methods and techniques of budgeting; 3) Ability to operate and maintain financial automation systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
