This is a developmental position with known promotion potential tot he target position of Human resource Specialist (Recruitment & Placement), GS-0201-09. Duties
Continued From Summary Section.... The primary purpose of this position is to provide comprehensive recruitment and placement services for assigned organizations.

DUTIES
Provides management advisory and staffing services to installation-level organizations.
Provides recruitment and placement, and affirmative employment advisory services.
Manages the Automated Suitability and Security Clearance Process.
Participates in special initiatives, studies and projects, and affirmative employment activities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
(GS-07)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of personnel security investigation and suitability determination laws, regulations, policies, processes, procedures and automated systems (e.g., DCPDS, e-QIP, JPAS, CVS, NP2 Portal, SWFT, etc.) along with analytical techniques to develop, implement, and improve processes and procedures to maximize program accuracy and efficiency. Knowledge is used to develop guidance, work methods, and standardized processes for completing program operations and administrative support functions; and to advise managers, HR specialists, employees and selectees on complex security and suitability situations impacting recruitment and placement actions.

EDUCATION: Successful completion of one full year of graduate level education or superior academic achievement which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application.

Knowledge of standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of personnel security investigation and suitability determination laws, regulations, policies, processes, procedures, and automated systems (e.g., DCPDS, e-QIP, JPAS, CVS, NP2 Portal, SWFT, etc.) in order to develop, implement, and improve processes and procedures to maximize program accuracy and efficiency. Knowledge is used to develop guidance, work methods, and standardized processes for completing program operations and administrative support functions.
Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment.
Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
