OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).
Duties
As a Supervisory Management and Program Analyst (OSD Director), you will:
Supervise, coordinate, and direct the work of professional staff and criminal and general investigators in supporting investigations.
Direct activities designed to prevent and detect fraud, waste, abuse, and corruption in USAID, MCC, IAF, and/or ADF.
Lead the Operational Support Division in executing its three primary functions of 1) policy development, planning, and external reporting; 2) oversight and execution of the USAID OIG hotline program; and 3) development and oversight of specialized investigative support activities, to include data analytics, technical services, and proactive initiatives.
Ensure the functionality and accuracy of the USAID hotline and case reporting systems.
Analyze results of investigations, and directs preparation of reports concerning fraud or administrative violations by USAID, MCC, IAF, and/or ADF personnel, contractors, suppliers, recipients and grantees in violation of U.S. criminal and civil law.
Conduct special studies and analyses of criminal activities in assigned area.
Develops recommendations for systems, procedures, policies and programmatic improvements in investigative methods and techniques. Performs various duties typical of a supervisor, such as planning work to be accomplished by subordinates.

Directs preparation and approves all performance plans, standards, and evaluations for special agents and support personnel assigned.
Performs other related duties as assigned.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Top Secret/SCI Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.

- Domestic and overseas travel required.
- Relocation expenses not authorized on initial appointment.
- This position is a Testing Designated Position subject to the applicant testing and random dug testing.

Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (1) Overseeing agency strategic planning, budget formulation, organizational process improvement and program analysis; (2) Implementing methods to monitor and evaluate programs, projects or processes; and (3) Analyzing data and developing project plans and performance metrics..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
