This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Burau for Africa, Office of Sudan and South Sudan Programs, at the U.S. Agency for International Development (USAID).
Duties
Supervises a group of professionals performing work primarily at the GS-14 and GS-13 levels, providing human resources and performance management to accomplish the work of the unit through clear and effective direction of staff.
Leads and/or guides development of Bureau and Mission strategies related to USAID’s international cooperation efforts, liaising with the interagency.
Provides policy and operational guidance to a team of professionals, conceptualizing approaches to increase the impact of USAID interventions, guiding field Missions in the application of Bureau priorities and strategies.
Represents the Bureau in advancing issues at top level meetings with USAID officials, other Federal agencies, Congressional staff, the National Security Council and other entities.
Serves as an expert on USAID regional and program management issues, overseeing the planning, direction, and timely execution of organizational unit workplans and managing workloads to enhance achievement of goals and objectives.
Requirements

- Must be able to obtain and maintain a Top Secret/SCI clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Engaging with USG interagency and Congressional staff to advance U.S. foreign policy and development assistance goals and objectives; (b) leading, training, and/or coaching staff in areas of technical expertise; (c) providing expert analysis, advice and guidance to leadership on strategic plans, goals, and objectives to improve the effectiveness of policies and programs; (d) providing high-level briefings to senior USG officials and external stakeholders to communicate complex and/or sensitive information used for critical decisions; (e) developing written analyses and briefing materials for senior leadership on issues related to diplomatic engagement and development cooperation; and (f) identifying and developing ways to collaboratively resolve problems or cope with issues that directly affect the accomplishment of management goals and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
