This position serves as the Assistant Regional Administrator (ARA) for the Whistleblower Protection Program (WPP), for the Occupational Safety and Health Administration (OSHA), Region 5. Selectee will be expected to report to one of the locations listed. This is not a remote position. This position is outside the bargaining unit. A writing sample may be requested as part of the interview process.

Duties

Duties for this position include, but are not limited to: Plans, develops and implements a Region-wide whistle blower investigation program. Establishes program emphasis and develops overall Regional whistle blower investigation plans, policies and procedures considering factors such as personnel and financial resources. Reviews subordinate work for accuracy, adequacy, and results achieved. Contributes through various employer and employee groups to a variety of programs designed to inform the public or agency policies and objectives. Finds and implements ways to reduce or eliminate significant bottlenecks and barriers in the workflow, promotes team building and improves business practices. Makes recommendations that have a direct and substantial effect on the organization and the unit's programs, including assessing and evaluating resources devoted to program activities. Serves as the coordinator of Congressional and Executive whistle blower complaint inquires. Serves as a liaison between the Regional Office and National Office concerning the Whistleblower Protection Program and Whistleblower operations. Participates with top Regional Staff in program planning, evaluating, redirection and modification of policy and program criteria. Oversees comprehensive Program and Performance audits and special studies pertaining to the WPP to determine effectiveness in achieving the objectives of the OSH Act and the Regional Annual Performance Plan.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for the GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13. Qualifying specialized experience for the GS-14 includes: Conducting investigations and conducting interviews concerning alleged retaliation pertaining to violations of whistleblower statutes enforced by OSHA; Reviewing, analyzing, and interpreting OSHA laws to assure compliance with regulations; Providing advice and guidance to the public on regulatory requirements of OSHA laws; Supervising whistleblower investigators by overseeing their investigations, providing guidance on complex cases, and reviewing work products; Providing training to whistleblower investigators on the whistleblower statutes covered by OSHA, investigation and interviewing techniques, and legally sufficient documentation; Reviewing, analyzing, and interpreting whistleblower investigation data to evaluate the effectiveness of the Whistleblower Protection Program; Applying regulations, policies, and procedures applicable to the whistleblower statutes covered by OSHA; Developing and recommending policies and procedures related to the OSHA Whistleblower Protection Program.
