The primary purpose of this position, Firefighting Equipment Dispatcher, GS-2151-07, is to provide emergency police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response.

Duties

-Provide emergency 911 call taking and dispatching service. -Perform Emergency Medical Dispatch (EMD) services to callers with medical emergencies. -Maintain maps, checklists, and charts, including automated programs. -Operate and maintain telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center. -Prepare and maintain reports and records relating to emergency responses.

  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
  • THIS POSITION HAS BEEN DESIGNATED FOR DRUG TESTING. IF YOU ARE SELECTED FOR THIS POSITION YOU MAY BE SUBJECT TO URINALYSIS TESTING PRIOR TO APPOINTMENT AND YOU WILL BE SUBJECT TO RANDOM URINALYSIS TESTING AS A CONDITION OF EMPLOYMENT.
  • Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II, within 24 months of entrance on duty.
  • Incumbent is required to work on alternate work schedule, which requires an uncommon tour of duty (including weekends and holidays).
  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Must participate in exercises by relaying accurate information, and follow appropriate checklist. Must be resourceful and alert to adequately perform duties.
  • Incumbent must participate in recurrent proficiency training, as directed.
  • PCS may be authorized.
  • Incumbent must obtain NA-EMD certification within 6 months of entrance on duty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-06), pay band or equivalent. Specialized experience is described as experience as a public safety telecommunicator (dispatcher); being familiar with commercially available fire station notification systems, monitoring multiple radio frequencies including police, fire, medical and mutual aid; interpreting fire alarm communications signals, prioritizing emergency and non-emergency calls to determine appropriate response levels based on the incident needs and providing pre arrival instructions to callers through utilization of advanced emergency medical dispatch protocols. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of communications operations to include a basic knowledge of trunked radio operations, and patching radio frequencies. 2. Knowledge of basic computer operations to include word processing, retrieval and input of data. A qualified typist is not required. 3. Knowledge of location and availability of vehicle fleet, the type of apparatus and equipment needed for the emergency at hand, and a basic knowledge of firefighting techniques and terminology. 4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. 5. Ability to work independently without immediate supervision. PHYSICAL DEMANDS: Light lifting (under 14 lbs.), light carrying (under 14 lbs.), reaching above shoulder, use of fingers, ability for rapid mental and muscular coordination simultaneously, ability to distinguish basic colors, and the ability to hear (hearing aid permitted). A PRE-EMPLOYMENT PHYSICAL IS REQUIRED FOR THIS POSITION. WORK ENVIRONMENT: Working closely with others, working alone, constant noise (radio, computers, and fans). Works in close harmony with supervisors, co-workers, and others during day-to-day routines and during emergencies. Incumbent is required to maintain good working relationships with on and off-base agencies, maintaining a consistently courteous attitude at all times. Keeps calm and cool during emergency situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
