You will serve as a SUPERVISORY AEROSPACE ENGINEER in the Air Systems Group, Air Vehicle Engineering Department, Aeromechanics Division, and Flight Vehicle Performance Branch of NAVAIRWARCENAC DIV.
The incumbent provides consulting services in the form of technical advice and assistance to the aerospace industry. The incumbent, or one of the Branch members empowered by him, is the final technical authority for flight clearance/grounding decisions based on vehicle performance considerations.
Duties
You will serve as a Branch Head who is responsible for all aspects of the flight performance of all Naval aviation aircraft, weapons, and support systems.
You will converse with personnel, review technical publications/books/reports, and attend/participate at conferences and workshops to keep abreast of the latest research and development findings.
You will determine and define policies, standards and practices, which include the level of training and certification of personnel assigned to teams.
You will ensure applicable technology and lessons learned are integrated across all teams, and provide well documented standards, processes, and procedures.
You will provide consulting services in the form of technical advice and assistance to the Navy, the aerospace industry, and other government agencies, both domestic and foreign.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1.) Managing people, processes, and facilities that support engineering needs related to technology development, systems acquisitions, and product support for aviation systems;
2.) Solving design problems for aircrafts by using research, development, test, and evaluation tactics as well as analytical calculations of aircraft static and dynamic characteristics;
3.) Maintaining a consistent focus on research and development (R&D), while also keeping current with any R&D changes, relating to air vehicle performance;
4.) Anticipating any future program requirements and identifying the skills, abilities, processes, and facilities necessary for teams to successfully execute these programs; and
5.) Assessing team member performance and continually improving processes, training, and certification programs to ensure personnel are current and proficient.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
