The following are the duties of this position at the GS-09. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
Perform analysis and advisory assignments related to the effectiveness of multifamily housing programs and/or the efficiency of the management of Hub operations.
Review reports and studies to ensure that inquiries from customers and higher-level management are met according to established standards for timeliness, quality, and responsiveness.
Perform multifamily program operations related to asset management or asset development in order to meet established goals and objectives.
Assist in the development of procedures and documents for establishing, operating, and assessing the effectiveness of program delivery, including avoiding waste, fraud, abuse, misuse of assets, etc.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:
- Analyzing data for studies or evaluations of programs and operations and making recommendations; AND
- Coordinating activities that involve multiple managers, employees, or offices; AND
- Creating various types of reports for management.
OR
A Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal Service. Specialized experience for this position includes:
- Collecting and researching data for studies or evaluations of programs and operations; AND
- Assisting in coordinating activities that involve multiple managers, employees, or offices; AND
- Assisting in the review of reports to make sure they meet standards of timeliness and accuracy.
OR
One full year of graduate level education; or Superior Academic Achievement based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
For the GS-05: You must have 3 years of general, progressively responsible experience, 1 year of which was equivalent to at least the GS-04 level in the Federal Service. This experience must demonstrate the ability to:
- Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; AND
- Plan and organize work; AND
- Communicate effectively orally and in writing.
OR
4-year course of study leading to a bachelor's degree.

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09 you must have been at the GS-07 level for 52 weeks.
For the GS-07 you must have been at the GS-05 level for 52 weeks.
For the GS-05 you must have been at the GS-04 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
