Duties

Advises leadership and staff at the regional and field level on fire management policy and implementation strategies to ensure that intent is clearly articulated and subsequently met. As a member of interagency committees, acts as a bureau representative to complete studies of wildland fire and aviation management issues. Serves on agency and interagency teams and/or as independent specialist to address critical aspects of fuel appraisal, interagency planning, and interagency accomplishment tracking and reporting. Operations: Administers and/or coordinates Bureau's wildland fire preparedness programs to include one or more of the following program areas: Fire preparedness policy (i.e., Interagency Standards for Fire and Fire Aviation Operations), health and wellness, safety and risk management, fire equipment, fire facilities, prevention and trespass, severity, pre-position, resource allocation, fire danger, training/qualifications, etc. Administers and/or coordinates Wildland fire physical fitness and medical standards program as appropriate. Aviation: Interprets laws, Code of Federal Regulations (CFR), Federal Aviation Regulations (FAR) and departmental directives for aviation and air operations and activities within the Bureau. Observes and monitors field utilization of aircraft and associated equipment to ensure compliance with Bureau policy. Fuels Management: Serves on agency and interagency teams and/or as independent specialist to address critical aspects of fuel appraisal, interagency planning, and interagency accomplishment tracking and reporting. Prevention: Develops and implements Bureau's wildland fire prevention and education programs and national and/or bureau specific fire trespass investigation and trespass procedures. As the Bureau's technical advisor in prevention, education, community assistance, and fire investigation and trespass, the incumbent provides oversight, guidance, and assistance to regions/states in the development of policies and procedures across these areas. Planning: Provides program leadership and consultation for strategic and consistent fire management planning, assessments (e.g., wildland fire risk, prevention, etc.), interagency and/or unit Fire Management Plan (FMP) development. Training: Collaborates with national interagency fire program managers and training specialists within the Bureaus to coordinate employee development, training, and qualifications policies; training coordination includes joint relationships with other government entities such as Department of Homeland Security, Department of Defense, international partners, and national non-government agencies.

Qualifications

Prior experience in wild land firefighting is required in order to carry out the duties of this position. You will not be considered for this position if you do not have prior wild land firefighting experience. This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. Only experience and education obtained by 06/21/2024 will be considered. ***Your resume MUST include BEGINNING and END DATES specified in MONTH/YEAR to MONTH/YEAR format. In addition, your resume MUST reflect FULL-TIME/PART-TIME or total number of HOURS worked per week*** You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of qualifying experience may have included: oversight of Firefighter Safety Program; experience with policies and procedures for fire suppression and preparedness; coordination with aircraft operations and acquisitions; monitoring Fire training programs; work with National Interagency working teams and task groups; advise refuge managers; long-range fire management plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
