This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief, Operations Sections in a Project Office and works independently under the broad supervision of the Operations Manager, receiving assignments in terms of broad objectives.

Duties

Oversees all work in connection with navigation channel maintenance. Responsible for all work in connection with navigation channel maintenance. Lays out work to be accomplished each year and predicts future year needs. Makes periodic field visits to properly supervise maintenance operations and/or contract activities. Instructs and reviews the work of junior graded engineering technicians during the collection of topographic and hydrographic survey data under a diverse set of conditions with a full complement of collection instruments. Directs the installation, care, and maintenance of benchmarks and water gauges at harbors. Provides oversight and quality assurance review for contracted work. Prepares or directs preparation of monthly reports on progress of the work. Leads annual small craft inspections and develops plans and procedures to abated efficiencies annotated. Plans work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work. Develops performance plans and evaluates performance of subordinates. Provides advice, counsel, or instruction to individual employees on both technical and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid driver’s license to operate a motor vehicle and may require a commercial driver’s license.
  • A pre-appointment physical exam is required. The incumbent may also be required to participate in scheduled medical surveillance.
  • Must be licensed by US Army Corps of Engineers to operate a motorboat of 26 feet or less or obtain within one year of assignment to this position.
  • Must maintain American Red Cross Basic First Aid / CPR Certification.
  • Overnight travel required for training, conferences, and work assignments may be up to 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes planning, organizing, and supervising programs that are predominately technical in nature, consisting of maintenance functions, repairs and improvements of navigation channels, harbors, and waterway structures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
