Duties
As a Supervisory Fish Biologist your duties will include but are not limited to the following:
As Deputy Project Leader, acts as the Project's Leader alter ego and has equal authority and responsibility for the station's mission. The incumbent is responsible for assisting or serving in an active role for the Project Leader in the overall administration of the office. As Deputy, the incumbent, as needed, directs operations and all program functions. This includes ensuring completion of the station work assignments, serving on committees as assigned, supervision of all station staff, and attending meetings in place of the Project Leader as necessary. Responsible for the development and direction of the office's fish programs. Assists Project Leader with developing budgets, office project allocations, setting station priorities, funding requests, and accomplishment and annual reporting. Prepares annual work plans for the station, prepares budgets and program schedules, and the incumbent supervises the maintenance of the station fiscal accounts.
Supervises a large, multi-disciplinary staff involved with scientific and technical issues. Works with group leads to recruit, hire and train group employees. Develops performance standards, training needs and conducts evaluations for staff as necessary.
Works with Project Leader to lead implementation of the initiatives and Regional Office implementation plans in coordination with other groups as necessary to advance high priority projects for restoration, monitoring and evaluation, through an adaptive strategy. Also, serves as a leader to help guide development of multi-partner conservation initiatives for a number of aquatic species. Work on special assignments and conservation initiatives will require travel.
Provides leadership in scientifically based management of all station fisheries programs. Ensures that the Service's goals and strategies are communicated to other agencies and partners. Plans, organizes, and supervises technical and administrative activities required to conduct applied fisheries studies and monitoring. The incumbent will provide leadership in how scientifically based management will guide this work to optimize conservation outcomes.
Collaborate with high-level officials of federal and state agencies, Tribes, and representatives of Governor's offices to negotiate cooperative positions and programs that will increase protection and enhancement of fish resources and their habitats. This work requires the incumbent to attend high level interagency meetings to discuss policy and procedural matters, regulatory guidelines, conservation plans, technical fish and wildlife requirements, economic aspects of planning, and the operation of existing management systems. Communicates important issues and decisions relative to the assigned station; by providing written and oral briefings to the service Regional Director, ARDs, Director, and occasionally Secretary of the Interior's staff. Enhances public awareness of station and Service programs through various public activities. Establish and maintain communication and working relations with fish agencies of four States, Tribal governments and organizations, a wide variety of Federal agencies, private interest groups, and staff of congressional offices for the purpose of accomplishing effective fishery resource restoration measures.

Qualifications
Only experience and education obtained by 06/21/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Possess at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.). OR
Possess a combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
Minimum Qualification: Possess at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service performing the following duties: planning and leading fishery field operations; assisting in preparation and administering of budgets; supervising staff and handling personnel matters; preparing or participating in briefings and outreach plans; or developing and maintaining cooperative partnerships. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
