This position is located in the Department of Homeland Security (DHS), Science and Technology
Directorate (S&T), Office of Enterprise Services.
The primary purpose of this position is to serve as the Deputy Human Capital Officer in the Human Capital Office and is responsible for planning, directing, controlling and managing human capital operations.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include:
Supports the Human Capital Officer in overseeing the development, implementation, and operation of human capital management strategies, policies and programs to provide and maintain the highly qualified and diverse workforce necessary to meet the S&T Directorate's continually changing and expanding mission.
Recommends necessary improvements through the development of new policy,
exceptions to policy, regulatory change, and legislation to the Human Capital Officer; as
appropriate.
Builds and manages workforce based on organizational goals, budget considerations, and staffing needs.
Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems.
Manages a multi-sector workforce and a variety of work situations.
Coordinates with S&T to define technical/functional objectives.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Developing and/or interpreting policies and procedures regarding human capital initiatives; 2) Executing assigned programs in accordance with prescribed budgets; 3) Advising internal and external customers on human capital matters including organizational structure, personnel management, and workforce planning; 4) Performing the full range of supervisory duties for assigned staff (i.e. planning/assigning work; evaluating performance, recommends personnel actions, etc.).
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
