The VA Research Program strives to promote Veteran-centered care to improve patient experiences and outcomes across VA healthcare and community settings, and to advance value-driven care by providing Veterans the highest quality care at the lowest financial burden. The position is responsible to provide subject matter expertise regarding statistics and analysis in the area of statistics within the VA Medical Center (VAMC), at Richmond, VA and Research and Development (R&D) Service

Duties

Duties include but are not limited to the following: Accesses VA data and facilitates the analysis of those data while ensuring Veterans' privacy and data security. Plans, designs and carries out programs, projects, studies or other work including VA informatics access to VA Informatics data to facilitate data analysis. Applies established and emerging quantitative analytical methods to examine research questions concerning etiology and detection of diseases as well as health, health care delivery, and health outcomes. Develops theoretical and computational algorithms to solve difficult problems. Develops, validates and disseminates new statistical methods to address limitations of existing methods. Identifies, conducts and directs research that will overcome the deficiencies of existing methods. Anticipates the need for improvement and adapts available statistical methods for biomedical, clinical, rehabilitation and health services research. Leads and is independently responsible for the initiation, planning, implementation, control, modification and execution of all components of statistical modeling for research and operational projects. Proficient utilizes key software analysis including SAS, SQL (Structured Query Language) and Power BI. Initiates, plans, implements, controls, modifies and executes all components of statistical modeling for research and operational projects. Oversees and participates in major research projects that investigate important and difficult issues in Veteran health and health care delivery. Mastery of complex database manipulation to extract and analyze data from large national databases including VA Informatics and Computing Infrastructure (VINCI) / Central Data Warehouse and Medicare and create data subsets from such databases. Provides methodological expertise and scientific leadership in statistics. Meets with VA investigators from other disciplines to interpret data analyses, resolve controversial findings and resolve issues. Follows applicable VA regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the signed computer access agreement. Protects VA data from unauthorized release, loss, alteration, or unauthorized deletion. Provides methodological and scientific expertise on study design, including decisions on sample size, randomization strategies, endpoints, and methods of statistical analysis. Oversees and participates in major VA research projects that investigate important and difficult issues in Veteran health and health care delivery. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience Requirements at the GS-14 level: One year of specialized experience equivalent to the GS-13 level in Federal Service. To be creditable, your application package must demonstrate the following knowledge, skills and abilities: Mastery through education and experience of the knowledge, skills, and abilities applicable to the theory, professional concepts, principles, and practices of statistical methods of research, including design and methods of analysis. Mastery knowledge, skill, and ability to analyze, develop, and clearly express complex issues both orally and in writing to individuals at all levels of an organization, including those agency or program officials several managerial levels removed from the employee. Knowledge to appropriately safeguard the security of research data. Detailed mastery knowledge of advanced analytical techniques is needed to perform extensive statistical analysis in order to provide expert advice to investigators and others in the Agency regarding design feasibility. Expert in applying quantitative analytical and research techniques to examine questions concerning health, health care delivery, and health outcomes. Preferred Experience: Experience overseeing and participating in major VA research projects that investigate important and difficult issues in Veteran health and health care delivery. Physical Requirements: The work is essentially sedentary and is usually accomplished with routine computer equipment and office furniture. Travel may be required to other local offices, VHA facilities, or study sites to participate in site meetings or conferences, conduct data gathering or validation for special projects or to attend professional conferences or meetings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
