The position serves as Chief of the Contracting Office (CCO) for the Navajo Area. The CCO is under the direct supervision of the Executive Officer, Navajo Area (NAO) IHS, and serves as the Director, Division of Acquisition Management.
Duties
Establish Area-wide goals and objectives each year to monitor and evaluate progress of a wide range of specializations.
Plan, develop, establish and organize the contract strategy for the overall acquisition contracting process.
Provide guidance, instruction and is the principal decision-making official provide direction and assistance to personnel located at field stations and service units.
Provide regional acquisitions support for the Navajo Area with the intent of: regional buying power; reducing procurement lead-time; allowing specialization; and providing a continuum of services in the absence of an Area CCO.
Directs the full range of contract administration actions required for the acquisition program.
Conducts the analysis and evaluation of contracting matters, the initiation, development and recommendation of contracting policies, procedures, guidance and control for all subordinate contracting activities and service units within the Navajo Area.
Serves as arbitrator in situations where resolution of contracting issues between key officials becomes necessary.
Determines and advises contractors of their legal and administrative responsibilities, rights and remedies under terms of the contract.
Position directly supervises the employees in the work unit and indirectly supervises the field offices.
Formulates and implements overall administrative programs and plans to satisfy varying requirements, priorities and Navajo Area objectives.
Conducts meetings and conferences with staff to explain work requirements, methods and procedures as needed, give special instructions on difficult or difference activities, and answer technical questions about work assignments.
The CCO must have contracting signature authority (Contracting Officer Warrant) delegated to the IHS Area Office level and Level III certification through the FAC-C government-wide certification program.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S) for GS-13 and ABOVE:
In order to qualify for this position, you must meet the Basic Requirements for a Contracting position.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver (definition below).
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATION, GS-15: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Work experience must meet all the following: 1. Experience serving as foremost contractual advisor for procurement matters overseeing Architect/Engineer, Design-Build, and construction projects using formal negotiations or sealed bid acquisition methods; 2. Experience leading Department Programs, and responsible for coordinating the planning, negotiation, award, and administration of numerous procurement actions valued at hundreds of millions of dollars annually; 3. Experience planning, developing and establishing long and short-range procurement and contracting plans, strategies and approaches for overall acquisitions; and 4. Experience leading contract negotiations, including conducting fact-finding sessions, pre-proposal conferences, debriefings to unsuccessful offerors, and negotiating various terms and conditions for a wide variety of contract types.
SELECTIVE PLACEMENT FACTOR:
Applicants must have a Federal Acquisition Certification in Contracting (FAC-C) certified at either the legacy FAC-C Level III or the new single-level FAC-C (Professional). (Attach copy of certification and most recent Defense Acquisition University (DAU) transcript for verification)
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
