The primary purpose of this position is to serve as supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the AFIT Facilities, Logistics and Readiness Division.
Duties
Develops complete strategic and tactical resource plans to support Facilities, Logistics, and Readiness programs assigned to the University.
Represents the Facilities, Logistics and Readiness Division with a variety of MAJCOM, Center, and installation functional area organizations.
Exercises supervisory personnel management responsibilities.
Serves as the Air Force Institute of Technology (AFIT) Unit Deployment Manager (UDM).
Manages a 9-building campus and responsible for the entire spectrum of planning, programming, budgeting, and execution of programs, processes, and related activities for Facilities, Logistics, and Readiness across a variety of functional disciplines and organizational elements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include managing and analyzing multi-phased facility, logistical, readiness and security projects and efforts; experience with concepts and practices concerning multi-disciplinary engineering and technical operating capabilities, logistical and maintenance needs of facilities and equipment; and experience with personnel deployment/readiness processes and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the mission, functions, organizational structures, operations, and roles of Air Force, Major Command, Center, and other entities covering a wide range of principles, concepts and practices concerning complex multidisciplinary engineering and technical functions, operating capabilities, logistical, and maintenance needs of facilities, equipment, and readiness.
2. Expert in federal logistics concepts, principles, practices, procedures, and regulations involved in providing logistical support and equipment management, warehousing, and logistics.
3. Versed details of personnel deployment/readiness processes and the procedures, forms, equipment, training, and information required to prepare personnel for deployment and maintain perpetual readiness, processes, and procedures, as well as unit functions and transportation operations. Knowledge of the capabilities, limitations, and employment concepts for conventional defense, detection, protective clothing/equipment, and decontamination; and standard storage.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Adept skills in programming, planning, budgeting, funding, contracting, procurement, management and operations principles, policies, directives, procedures, and fiscal regulatory and statutory restrictions on the expenditures of appropriated funds.
6. Abreast and deft analytical and evaluative skills in gathering, assembling, analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, making recommendations to resolve problems while using methods and procedures and skill to continually improve the effectiveness and efficiency of facility, logistics, and readiness management.
7. Ability and skill to analyze, plan, organize, lead, manage and adjust large and complex multi-phased facility, logistical, readiness and security projects and efforts to meet program requirements and objectives.
8. Ability to make instant decisions and select a course of action under high stress conditions associated with short notice taskings and requirements, and prepare and present briefings, coordinate planning efforts and manage program activities.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, to establish and maintain positive relationships with individuals and groups within the organization as well as installation, MAJCOM, and agency offices.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
