THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0510-12 STAFF ACCOUNTANT (TITLE 5), Position Description Number T5827600 and is part of the MO United States Property and Fiscal Office. APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position.

Duties

Establishes and designs methods and tools to effectively monitor and assist the operation of the organization’s finance and accounting operations to include General Fund Enterprise Business System (GFEBS). Ensures financial statements and reports are prepared in accordance with Generally Accepted Accounting Principles (GAAP) to include applicable regulations to fairly depict the financial conditions and results of operations. Establishes accounting policies, and advises on the accuracy of disclosure documents and the financial condition of the organization. Reviews unliquidated obligations, contracts, reimbursable orders, analyzes reports, and reviews and reconciles subsidiary ledgers. Assists fund managers on proper use of funding, and develops internal control corrective action plan statements for a financial organization. Plans, coordinates, and conducts an annual written Quality Assurance Program (QAP) that directs reviews of functional finance and accounting operations. Determines the objectives and scope of reviews and audits; prepares a written plan to conduct for each review; analyzes each functional area; and identifies findings and provides the corrective action plans with a formal written report. Assures corrective action follow-up recommendations are implemented. Prepares the Internal Control Evaluation Certification statements and assesses the indicators to identify operational area performance weaknesses to protect against fraud, waste, and abuse. Acts as an advisor while providing technical advice and assistance on matters involving statutory provisions, regulatory requirements, procedures, systems, or problems arising from changes in the mission, programs, and / or organizational structure. Travels to field installations to observe, analyze operating problems, and render technical assistance to support the organization as a quality assurance internal control. Interprets, analyzes, and develops accounting and financial management policies, standards, and procedures that implement accounting requirements established by the higher headquarters. Coordinates with organizations on matters pertaining to audits, inspections and Financial Management (FM) Certification program. Develops an effective implementation of Standard Operating Procedures (SOPs) for areas within the financial organization; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Shapes new programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to the organization. Reviews and analyzes a wide variety of reports including reports produced by external and local automated systems; and based on this analysis, advises leadership of actions required or recommended. Develops statistical and mathematical models to identify abnormalities and system and process vulnerabilities. Develops, modifies, and/or interprets policies and procedures related to Financial Management functions; and explains feedback on strengths and weaknesses to supervising staff. Performs other duties as assigned.

Requirements

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.

Qualifications

GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0510 positions, must possess a minimum of one year experience equivalent to the GS-11 grade level; However, a new hire applicant must have competent experiences that are commensurate/equivalent to the accounting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-0510 positions. Must also possess experience that encompasses skills in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; write English in reports and presentation formats; communicate clearly and effectively; present formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting technical material. GS-12 SPECIALIZED EXPERIENCE: Must meet positive education basic requirement listed below. Must possess at least 36 months of specialized experience that demonstrate your ability to prepare, analyze, interpret, present and advise on accounting and financial data. The specialized experience must also demonstrate your ability to analyze financial and accounting operations for impact on the organization, analyze program anomalies and their significance to ongoing agency programs, develop solutions through planning, coordinating, and conducting audits and developing reports on work processes; establish accounting policies, advise on the accuracy of disclosure documents and the financial condition of the organization; skill in applying professional and comprehensive knowledge to conduct on-site reviews; and modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems. As a condition of continued employment in the GS-0510-12 supervisory position, must obtain the appropriate certification levels for this position within 24 months after initial assignment; and, must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period.

Education

POSITIVE EDUCATION BASIC REQUIREMENTS:

Must possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Must possess at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.

OR

Must possess at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

OR

Must possess at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes the completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement. I have however: (a) successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study in accounting or auditing; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.
