Duties

This position is located within the United States Department of the Interior, Office of the Secretary, Office of Restoration and Damage Assessment. This position will either be located in Washington, D.C. or Lakewood, Colorado. At the full performance level (GS-14) the major duties of this position include but are not limited to the following: Supports the data collection, analysis and preparation of information technology (IT) investment information to inform the office leadership on decisions with regard to the IT investments to be made for that particular fiscal year. This involves expertise and advice in, the development, analysis, and evaluation of ORDA-wide information technology investment plans and budgets Leads or provides oversight of hardware and/or software design teams implementing new or updated. information management systems. Oversees or leads software development, systems engineering, and/or relevant technical fields. Works with the OACIO to coordinate the review and evaluation of ongoing IT investments to ensure that these investments are being managed well and are providing the benefits that were originally intended at the time of initial investment. Develops and recommends IT management policies and procedures such as identifying approval bodies, writing or recommending charters, preparing ranking and scoring criteria for evaluating ORDA IT systems. Directs review of IT investments business cases and provides detailed analyses. Resolves questions and offers support to investment owners and system users. Develops briefing and presentation material for the various IT investment approval bodies as appropriate. Ensures the ORDA IT CPIC process is fully integrated with and supports strategic planning, enterprise architecture, security, project management and performance and management processes across OS. Applies sound, best practice project management discipline in the preparation of ORDA's IT Business Case and Major IT Business Case Detail (formerly OMB Exhibit 300s). Leads the development, maintenance and annual update of ORDA's IT budget submissions. Participates in the development of ORDA strategies, policies, and guidelines to implement new laws, regulations, and directives issued by the Office of Management and Budget (OMB), General Services Administration (GSA), Government Accountability Office (GAO), Department of the Interior, and other policy and regulatory agencies. Reviews proposed and enacted legislation and assess potential impact upon the Bureau and DOI. Provides written assessments, comments and recommendations to the ORDA's leadership. As requested by the ORDA Director or Deputy Director, represents ORDA in the interagency committees, meetings, working groups, and related activities concerning coordination of Federal-wide and joint agency programs. In specific cases, as requested by the ORDA Director and Deputy Director, represents the Bureau strategies, policies and guidelines to implement new laws, regulations, directives, and policies. Serves on Intra-Agency policy committees, steering committees, and working groups concerned with the implementation of Departmental policies, standards, plans and projects. Leads the innovative technology effort as related to the CPIC process for ORDA. Responsible for keeping abreast of current and developing technology with respect to its potential application in the office. The Office of the Secretary has determined that the duties of this position is suitable for telework and the selectee may be allowed to telework with supervisory approval. Salary Information Washington, D.C.: $139,395.00 to $181,216.00 Lakewood, CO: $135,860.00 to $176,620.00 First time hires to the Federal government normally start at the lower salary range of the grade level. Minimum Qualification Requirements: To qualify for this position you must meet the requirements described below AND the specialized experience for the series to which you are applying. Individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.Demonstrated experience in managing information technology investment portfolios to evaluate strategic alignment and cost benefit analysis. 2. Experience in developing and taking information technology systems from conception to implementation. 3. Experience completing work required to support investment review governance boards - including developing charters and broad policy documents. 4. Experience in conducting audits of information technology programs and projects to ensure compliance. 5. Experience leading the development, maintenance and annual update of information technology budget submissions. MUST MEET ALL.
