This position is located within the Purchase Referred Care (PRC) Department (formerly Contract Health Service) of the Colville Service Unit (CSU) in Nespelem, Washington. The incumbent is responsible for analyzing, developing, implementing, evaluating, advising and coordinating program activities related to PRC.
Duties
Identify significant deviations from the projected plans, complies supportive data; revises budgetary requirements and writes requests for budget adjustments for the review and formal presentation to the Chief Executive Officer when supplemental funds are required.
Analyze financial data, compile and interpret historical data and significant trends into budgetary needs for the service unit budget process. Provide data for the budget formation for the Governing Board.
Participate as regular member of the Executive Committee providing a regular report on the trends and spending allowances. Make determinations and develop policies regarding to costs of medical care for authorized clients.
Develop management systems to for a complex paperwork systems necessary to process thousands of individual cases in accordance with National Indian Health Service and Portland Area Office systems to meet changing requirements.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: experience in managing a program that includes the accounting of money accounts reporting and maintenance, and the processing of claims for the government health facility or private health insurance group. OR completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.M., if related. OR combination of the specialized experience described in A and the education described in B.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
