Duties

The Supervisory Natural Resource Specialist(NRS) oversees the Emergency Stabilization and Rehabilitation (ESR) Weeds Program. Performs the full range of management activities in managing the District ESR/Weeds Program to include proper planning and management of available resources to ensure established performance expectations are met. Provides technical expertise to managers and specialists during the development of ESR plans by recommending appropriate treatments to address identified ESR issues. Develops National Environmental Policy Act (NEPA) related documents including environmental assessments, categorical exclusions, determinations of NEPA adequacy, and contributes to the development of environmental impact statements. Implements the District Weed Management Plan. Coordinates weed control efforts across multiple programs including Weeds, ESR, Fuels, Range, etc. Plans work to be accomplished by and evaluates the work performance of subordinates; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees. Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Must obtain an Integrated Pest Management and Pesticide Applicator Certification within one year and maintain for duration of appointment. Must be able to obtain and maintain an Idaho State Professional Applicator's license within one year and maintain for the duration of the appointment. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Participated on a team of resource specialists to determine required rehabilitation after fire occurrence. Provided technical expertise to managers and specialists during development of rehabilitation plans by recommending selection of plant species, seed bed preparation, planting methods, protection from grazing, and other proposed actions. Prepared detailed cost estimate and project summary of the proposed action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily in an office setting and can involve prolonged hours of sitting at a desk and working on a computer. There is a potential for frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for work in adverse climatic conditions. Field work involves walking, bending, and climbing on steep and rough terrain. Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.
