About the Position: This position is with the US Army Corps of Engineers, Strategy & Integration Office located in Washington, DC. This position will be filled on a permanent basis. This is not a remote position.

Duties

Facilitate organizational learning for change management, knowledge transfer, increased effectiveness, or increased efficiency. Assess the enterprise’s external and internal operational environment for implications to the organization’s internal operational environment and the office’s holistic strategic planning and integration efforts. Supervise team members’ portfolio and project execution while utilizing elements of broad program management themes in the execution of assigned corporate and/or enterprise-wide portfolio of tasks. Synchronize activities with a variety of invested colleagues for attainment of desired effects over various time horizons. Incorporate base elements of project management through delivery processes (i.e., initiating, planning, executing, monitoring, and controlling, closing) of assigned corporate and/or enterprise-wide projects. Collaborate with internal and external organizational entities (i.e., Non-Federal Entities, other DoD, outside DoD) in support of assigned projects and initiatives. Conduct fact-finding corporate and/or enterprise-wide level organizational and functional management analyses, to confirm and/or identify root causes of issues. Apply a variety of qualitative and quantitative methods and strategic planning methodologies to aid/support executive level (e.g., General Officer/Senior Executive Service) decision making. Formulate possible operational approach frameworks (i.e., solutions or ‘ways’) to address organizational problems, issues, and/or initiatives. Assist supervisor with or execute day-to-day administrative management of the office and team members with respect to employee portfolio and work assignments, performance, time and attendance, counseling, promotion, and performance awards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires pre-employment financial disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in this or successor positions.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) Deliver corporate and/or enterprise-wide level assigned projects using the principles of project management (i.e., initiating, planning, executing, monitoring, and controlling, closing); 2) collaborating, integrating, and synchronizing corporate and enterprise-wide activities with stakeholders for unity of effort and attainment of desired effects over various time horizons; 3) conducting research to identify and/or confirm root causes of organizational problems and issues at the corporate and/or enterprise-wide level; 4) applying a variety of qualitative and quantitative methods and strategic planning methodologies to aid/support executive level (e.g., General Officer/Senior Executive Service) decision making; 5) advising and/or consulting within a corporate and enterprise-wide structure as a subject matter expert in organizational strategic planning, organizational governance, operational environment analysis/assessment, and strategic engagement; and 6) executing managerial and/or supervisory tasks of a work unit and its team members with respect to workload/workforce planning, organizational structure, employee portfolio and work assignments, performance, time and attendance, counseling, promotion, and performance awards). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).
