Duties
This Human Resources Assistant position is located at LaGuardia Airport (LGA), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Receiving and accurately entering into appropriate personnel data base, in a timely fashion, requests for a variety of actions affecting TSA employees, such as: entry on duty, promotion, transfer, retirement, and separation.
Submitting Requests for Personnel Action (RPA) to fill vacant positions.
Preparing reports or other status documents as directed and following up to ensure actions are processed.
Following guidance in relevant Standard Operating Procedures for initiating Requests for Personnel Action and entering information into the workflow system.
Preparing personnel actions associated with the Office of Workers Compensation Program (OWCP) (e.g. termination, LWOP, light/limited duty).
Providing support of the Office of Human Capital on initiatives such as mass promotion, debts, schedule changes or performance awards.
Monitoring LWOP-US employees to ensure accurate and timely processing of return to duty or other appropriate personnel actions.
Contacting the service provider to obtain guidance on processing of personnel actions.
Providing guidance to managers and staff regarding actions required and policies to follow to properly staff positions.
Qualifications
To qualify for the SV- E Pay Band (equivalent to GS-7/8), you must have one year of specialized experience equivalent to the SV-D or GS-6 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Knowledge of coding to enter personnel data into a human resources automated system.
Experience in office software and programs sufficient to manipulate, export, and import data and to create and modify reports.
To qualify for the SV-F Pay Band (equivalent to GS-9/10), you must have one year of specialized experience equivalent to the SV-E or GS-8 in the Federal service or equivalent experience in the private sector that includes performing the following:
Providing guidance to management and staff on HR policies and procedures;
Entering personnel or training data into databases or electronic systems; and
Preparing reports or other status documents.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
