As a Computer Engineer in the Independent Verification & Validation (IV&V) Program's Technical Advancement & Services Office (TASO), you will be responsible for leading a team of computer engineers and technical professionals focused on advancing IT infrastructure, software labs, software assurance tools, and software simulation/testing capabilities that are essential to the safety, reliability, and security of mission software used for flight/ground data systems and IV&V Program operations.

Duties

Develop/execute office level plans (budget and schedule) that aid in the achievement of IV and V Program objectives and strategic effort. Establish metrics and performance measures that enable the successful achievement of plans and schedules across a broad range of inter-disciplinary enterprise (IV and V Program) and aerospace engineering development and design activities. Develop objective success criteria to measure and communicate impact of TASO products and services provided to customers and stakeholders. Ensure all products and services provided by TASO are of high quality and meet or exceed expectations. Leverage software engineering and assurance best practices to ensure IV and V Program services are relevant, effective, and efficient in supporting program customers and stakeholders. Ensure the successful integration of advanced aerospace software tools, capabilities, simulation and testing resources across IV and V Program offices. Evaluate trends in software engineering and development practices to ensure IT resources and infrastructure meet the needs of IV and V personnel. Continually evaluate and capitalize new computing technologies and capabilities to advance the program. Build and cultivate relationships with team members and leadership. Constructively hold and facilitate difficult conversations and resolve conflicts with peers, subordinates, and management. Oversee the migration, and subsequent management, of local IT services to agency-level contracts to ensure that IV and V Program computing requirements are understood by the Office of the Chief Information Officer and agency service providers. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading and managing teams of computer engineers and technical professionals in order to achieve mission objectives and success measures; Planning and provisioning advanced software engineering and/or information technology capabilities, such as enterprise architecture, IT security, cloud computing technologies, artificial intelligence, digital twin technology, or virtual desktops, while ensuring applicable regulatory compliance to protect sensitive data; Eliciting customer requirements for large aerospace engineering/technology projects that require cross-organizational integration and transforming those requirements into detailed project plans and solutions. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
