This position is located in the USMS JPATS Office in Kansas City, Missouri.
The selectee of this position serves as a Supervisory Budget Analyst responsible for assisting the JPATS Chief Business Manager in the management of the JPATS Business Management Office. JPATS provides scheduling and transportation of pretrial and sentenced prisoners and noncriminal aliens for the USMS and other Federal agencies, as well as state and local governments based on a full-cost recovery.
Duties
As a Supervisory Budget Analyst at the GS-0560-14 grade level, some of your typical work assignments may include, but are not limited to, the following:
Preparing the JPATS revolving fund forecast budget including a comprehensive plan of organization, program, and work operations.
Analyzing costs and revenues used to develop the cost basis for establishing rates billed to customers.
Creating workplace efficiencies to improve business practices, restructure activities, and reduce costs.
Advising management officials on status of funds and the effects of legislative and regulatory guidance on JPATS operations.
Exercising full supervisory responsibility for a team of Business Management professionals.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a favorable determination of suitability for a Public Trust position.
- May be required to successfully complete a trial/probationary period.
- May be required to successfully complete a supervisory probationary period.
- Must be a Current DOJ employee and meet time-in-grade requirements for consideration. (52 weeks at the next lower grade level)

- This will be a Temporary Promotion not to-exceed (NTE) one year that can be terminated at any time; and may also be converted to a permanent promotion without further competition.
Qualifications
TIME-IN-GRADE REQUIREMENTS: Applicants must provide an SF 50 Notice of Personnel Action that indicates proof of DOJ employment and time-in-grade eligibility. The SF 50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF 50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-14 grade level, you must meet the following:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
Using an automated financial system to monitor an organization or program's execution of funds in accordance with anticipated revenues and costs;
Conducting cost-benefit analyses to determine fiscally responsible courses of action on behalf of a business unit or program office;
Balancing the workload of a Business Management team to meet competing priorities on variable timelines from internal and external stakeholders; AND
Justifying budget proposals orally and/or in writing to gain acceptance from senior management officials.
