The position is for a Cartographer, Cultural Resource Coordinator assigned to the NRCS State Office, and Soil Survey and Resource Assessment staff. The primary purpose of the position is to coordinate Cultural Resource activity between NRCS staff and federal, state, local, and tribal governments.

Duties

Serves as cultural resource staff specialist in cartography and GIS application in support of all activities on cultural resources in the assigned area of responsibility. Provides GIS support to state cultural resource specialists. Coordinates National Historic Preservation Act (NHPA) Section 106 activities with NRCS field offices and Cultural Resource Specialists. Facilitates routine informal NHPA Section 106 tribal consultation and communication.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Basic Education Requirement: Must have a bachelor's degree or higher in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites.). (You must submit transcripts.) OR Must have a combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-11: Must have at least one full year of specialized experience in cartographic and Geographic Information Systems at/or equivalent to the GS-9. Such as: creating diagrams, charts and conventional maps containing complex information; preparing legal descriptions and compute acreage through the use of aerial photographs, surveys, mosaics, tax maps and deed descriptions; analyzing legal descriptions, plats, Geographical Information Systems (GIS) and other spatial information of varying scales and content; and providing support in the proper use of Lands geospatial data. OR Must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Major course of study must be in a field directly related to the work of this position. NOTE: You must submit supporting academic transcripts if claiming education to qualify. OR Must possess a combination of the specialized experience as described in "A" above and graduate education as described in "B" above, such that they total 100% of the stated minimum qualifications for this specialty and grade. Only graduate education in excess of the first 36 semester hours may be used when combining education and experience for this specialty and grade.
