You will serve as the Gateway Avionics System Manager (SM). The SM is the lead in the division for the team supporting the Gateway level 2 activities and supporting technical authority functions. The SM leads the avionics team in executing all the systems engineering processes in support of major milestones and during the lifecycle of the program. Works budget activities, and monitors supporting contractor teams.

Duties

Leads the avionics team supporting the Gateway Program, including Command and Data Handling (C and DH), Computer Human Interfaces (CHI), Specialty Engineering and Cybersecurity domains. Provides leadership covering vehicle integration, contractor oversight/insight, inline Government Furnished Equipment (GFE) projects, and laboratories and test facilities. Assists in the strategic planning and implementation of flight and ground facility architectures and standards for life cycle integration and verification of avionics systems. Provides systems engineering and integration (SE and I) expertise across diverse teams, modules, and visiting vehicles. Includes all SE and I processes such as requirements and interface management, and hardware/software/operations integration. Manages or leads technical issue resolution and surge support capacity across entire avionics domain. Performs business integration of Gateway Avionics and development, monitoring, and coordination of all elements of planning, programming, budgeting, and execution, government and internal task agreements and staff planning. Develops and integrates reporting of avionics technical, cost, schedule, and risk packages to Gateway program. Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing oversight in systems engineering for space systems and spacecraft development and evaluation, including at least one of the following: cost/risk trades, design optimization, problem resolution and hardware enhancements or improvements; Providing oversight in engineering implementation methodologies for flight architectures, standards for life cycle integration, and verification of various systems/subsystems; Participating or reviewing plans/results of flight hardware/software qualification, certification or acceptance tests; Developing or integrating Planning, Programming, Budgeting, and Execution (PPBE) or Technical, Cost, Schedule, and Risk (TCSR) products. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
