About the Position: Serves as the Instructional Systems Specialist for the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) of relevant and educationally effective curriculum through application of instructional design principles, educational technology and adult learning theory coinciding with Distributed and Distance Learning (DL), located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence.
Duties
Designs instructional media/courses to support adult education utilizing authoring software, primarily Adobe Captivate, Articulate Storyline, and other supporting design/development software.
Evaluates emerging technology tools to determine usefulness in maximizing instructional effectiveness.
Ensures training and educational material encompasses applicable new or anticipated design changes in equipment, systems, technology
advances, doctrine, tactics, techniques, or procedures.
Refines learning objectives, performance measures, and creative media selection, learning events, and activity strategy, which best suit the instructional goals.
Conducts tours and training sessions to assist customers in the knowledge application of new equipment, advising on and recommending methods for maximizing multimedia education applications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires Pre-employment Financial Disclosure and Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.

Basic Requirement for Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. (NOTE: You must attach copies of all transcripts). The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the Basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing interactive distance and resident multimedia instructional research, design, development, implementation, training, and assessment capabilities. Experience visualizing, designing, and developing appropriate media means to support new and innovative programs of education. Analyzing and evaluating special training studies and projects to establish program objectives and to assess progress. Experience reviewing and analyzing the processes associated with the SAT (analysis, design, development, implementation, evaluation (ADDIE) and providing advice regarding the preparation/modification of training materials and products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
