The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 633d Comptroller Squadron, Financial Services Flight (FMF).
Duties
Plans, organizes, and directs the activities of 633 Comptroller Squadron, Financial Management Flight (FMF) Civilian Customer Service and Disbursing Operations section, ensuring it complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 633d Comptroller Squadron with a variety of installation and functional area organizations.
Ensures actions taken by subordinate employees meet regulatory compliance, customer needs, and are in line with overall mission and goals established for the squadron.

- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
- The employee may be required to work overtime on an emergency basis
- Incumbent must possess ability to establish effective working relationships with others
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes supervises Civilian Pay and Disbursing in the Financial Services Flight, which is tasked with a variety of financial support functions in the joint base environment, including providing payroll liaison services; training and overseeing timekeepers and certification of civilian labor and leave; processing a variety of payroll and time and attendance data; computing and auditing travel claims; and disbursing and cashier functions. Effect: The work affects the efficiency and regulatory compliance of the office, ability to provide timely and accurate customer service, and the economic well-being of the JBLE populace.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used DoD financial management regulations, policies, and directives to formulate, justify, and execute pay and entitlement processes in support of the mission, structure, goals, and programs of the organization.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Knowledge of management and organizational techniques, systems and procedures to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of pay and entitlement programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
