About the Position: Serves as an Education Services Officer (ESO) for Fort Myer Henderson Hall Virginia for the Army Continuing Education System (ACES) Program, Human Resources Directorate, US Army Garrison Fort Myer, Virginia.
Duties
Serves as an Education Services Officer (ESO) for Fort Myer Henderson Hall for the Army Continuing Education System (ACES) Program.
Plan, develop, and execute all needed and regulatory ACES Programs.
Provide training programs for eligible personnel.
Determine personnel program education needs through Needs assessments, interest inventory surveys, discussions with Commanders and other program means.
Directs program needs and support to include counseling, testing laboratories and learning centers.
Brief Commanders on status and needs of the Education Program.
Coordinate and negotiate with all stakeholders, education institutions and training programs.
Supervise and direct staff and managers.
Serve as a Contract Officers’ Representative on ACES specific contracts for educational services.
Determine the educational need of installation personnel through educational survey.
Direct development of courses, curricula and programs to meet installation educational needs.
Provide education and vocational assistance and counseling to all military personnel, family members, and other members of a community.
Assist personnel in making course and program choices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a secret security clearance.
- TDY 10% of the time.
- Must successfully complete online APT Test Control Officer Basic Test and online Defense Language Proficiency Test within 30 days of appointment.
- Complete an OGE-450 Financial Disclosure Statement upon appointment and annually thereafter.
- Complete Contracting Officers' Representative Certification and maintain for duration of employment.

BASIC EDUCATION REQUIREMENTS:
To qualify for this position you must meet the basic requirements described below. (NOTE: You must attach a copy of your transcripts that verify your education).
Degree: A bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2).
(1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
(2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
(3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
(4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
(5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.
(6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
(7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
(8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
AND
This position requires the applicant to possess a college or university-sponsored practicum in counseling.

SPECIALIZED EXPERIENCE: have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes work that involves: 1) determining the educational need of installation personnel through educational survey, 2) directing development of courses, curricula and programs to meet installation educational needs, 3) providing education and vocational assistance and counseling to all military personnel, family members, and other members of a community; and 4) assisting personnel in making course and program choices.
