You will serve as a Program Manager in the Naval Air Warfare Center Aircraft Division, Program Management Department of NAVAIRWARCENAC DIV.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will analyze needs and synthesize requirements information to develop requirements for program initiatives and plans.
You will serve as a key participant in the development of an acquisition strategy that serves as the framework for integrating
functional activities essential to the acquisition effort.
You will direct the preparation of documents, specifications, requirements, criteria, and standards, which define needs, and parameters of the program.
You will contributes to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.) for life-cycle management of the assigned program.
You will evaluate the impact of new resource levels such as budget cuts or increases, and updated estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, etc.
You will coordinate program efforts with other activities and personnel directly assigned or detailed to support the program.
You will be responsible for team building and for coordinating logistics, engineering, and other support and at field activities, laboratories and contractors facilities.
You will assure that schedules are maintained, that risks are identified early, and that steps are taken to investigate and resolve issues swiftly.
You will serves as the central contact point within the program office for all matters concerning the assigned program.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-04 grade level or pay band GS 11/12 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
