Located in the Office of International and lnteragency Relations, you will be responsible for drafting and negotiating, planning, preparing, and coordinating actions, communications, and reports concerning the international aspects of the Mission Directorates. You will also coordinate relationships with nations assigned and provide staff assistance on international organization policy issues.

Duties

Researches and writes reports and other working documents that provide authoritative guidance on complex and wide-impacting program issues used by key agency officials in planning, implementing, and coordinating international space partnerships. Plans, directs, and executes national and international liaison operations for substantive mission-oriented programs. Establishes and fosters working relationships with business and industry, domestic and foreign universities, and stakeholders. Represents NASA at international meetings and advises senior foreign agency representatives regarding NASA policies and ongoing cooperative or reimbursable, as well as current and future, NASA programs. Identifies reasons for the nature and/or extent of program-related problems that arise and recommends comprehensive resolution options to remedy problematic situations. Advises senior officials on U.S. Foreign policy objectives as they effect NASA program activities and on proposed implementation arrangements for NASA's international activities. Plans, formulates, initiates, and executes complex and often sensitive decisions and negotiations. Serves as a representative in bilateral and multilateral negotiations and on international delegations as required. Provides expert analysis and advice on agency-wide programs or issues of national impact. Applies advanced techniques to interpret and evaluate findings resulting from analysis. Reconciles conflicts between policies and program goals. Provides expert advice and recommendations to top Office of International and Interagency Relations (OIIR) management officials. Requirements

  • You must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • Position requires some international travel.
  • Position subject to pre-employment background security investigation.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Performing research and analysis work to develop and recommend agency policies in support of national space policies; Serving as representative in bilateral and multilateral negotiations; Planning, designing, and carrying out programs, projects studies, or other work for key administrative support functions within and between agencies.
