This position is part of the National Archives and Records Administration. The incumbent's expertise is utilized in all decisions which impact operations, personnel, budget, purchasing, contracting and any other administrative area, and must take into consideration the work processes of archival and public programs performed throughout the field.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Administrative Officer, you will:
Serve as Administrative Officer and administrative advisor to the Field Support Officer and field staff, with responsibility for performing, providing, obtaining, and/or advising and interpreting policy and procedures on a variety of management services.
Advise and assist management to coordinate all budgetary and financial activity for field operations.
Maintain financial control and ensure the integrity of budget activity throughout the field.
Coordinate all human resources processes and procedures within the field, and coordinate those activities with other areas of NARA.
Serve as the regional accounting resource and participate in all contracting and procurement activities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:
Interpreting and advising on policies and procedures relating to office and/or field operations; AND
Completing reports for managers relating to internal administrative operations; AND
Communicating with internal and external stakeholders, both orally and in writing.
OR
EDUCATION: You may substitute a Ph.D. or equivalent doctoral degree in a related field or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
OR
COMBINATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: For the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:
Reviewing internal policies and procedures relating to office and/or field operations, and making recommendations for process improvements; AND
Preparing administrative documents and reports; AND
Communicating with internal and external stakeholders, both orally and in writing.
OR
EDUCATION: Master's or equivalent graduate degree in a related field or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-9, you must have been at the GS-7level for 52 weeks.
For the GS-11, you must have been at the GS-9level for 52 weeks.
