Duties

The full performance level (FPL) of the target position that the Recent Graduate can be non-competitively promoted to is a GS-07 Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. The headquarters for Nez Perce National Historical Park is in Spalding Idaho, located 12 miles east of Lewiston Idaho on US HWY 95. Lewiston sits next to Clarkston, Washington, at the confluence of the Clearwater and Snake rivers and is referred to as the gateway to Hells Canyon recreation area. Vegetation in the area is mostly grass, sage and agricultural lands (wheat); the topography is rolling hills with distant mountains and deep river valleys. The Lewiston and Clarkston valley and region have approximately 60,000 people and offer major services that include rental housing, airport, schools, two universities, regional hospitals and ample retail shopping. There is no public transportation to the park from the surrounding communities however. Daytime temperatures from May to October frequently reach the high 80's with numerous days in July and August with temperatures over 100 degrees Fahrenheit. Winter climate is relatively mild, with only occasional snow often without significant accumulation. Daytime temperatures in the winter range from the low 30's to mid 50's. The regional climate is arid, however both rain and snow increase significantly in the higher elevations. Duties: Works in a small team to conduct vegetation monitoring or invasive plant early detection surveys. Under direct supervision, maintains equipment, implements safety procedures, and conducts basic equipment operation. Assists higher graded employees with the Invasive Vegetation Management and Ecological Restoration occureing within the tri park group. Assists higher graded staff with surveys and treatments for invasive plants. Utilizes manual, mechanical, and chemical methods to control invasive vegetation. Properly identifies vascular plant species and utilizes dichotomous keys and knowledge of plant families to identify plants. Duties will be developmental in nature when filled below the full performance level. Additional Requirements: Recent Graduate Program Requirements: Students MUST submit transcripts with conferred or degree earned date (unofficial transcripts are acceptable). If selected, official transcripts will be required. An Individual Development Plan (IDP) will be completed within 45 days of appointment to track the Recent Graduates' career planning, professional development, and training activities. Selectee will be required to sign Recent Graduates Participant Agreement. Within the first year of employment, the incumbent will be provided a minimum of 40 formal hours of training. The incumbent will be assigned a mentor within 90 days of appointment.

Requirements

Qualifications

All qualifications must be met by 11:59 EST or when the 'applicant cut-off' is reached (which may be sooner than 06/20/2024). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Research activity or control program work. Nursery work that required the growing and maintenance of plants in a controlled environment. Work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. Examples of specialized experience include, but are not limited to: performing or assisting with work relating to the various components of ecosystems or their subparts (i.e., vegetation, air and water quality, wildlife and endangered species, insect and disease infestations, exotic and non-native species management, patterns and impacts of visitor use, etc.); assisting with biological resource management and assessment activities using established protocols and standard scientific equipment and that included responsibility for data entry and data management using standard software programs. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 4-year course of study, from an accredited college or university leading to a bachelor's degree (a) with major study in an appropriate field of science (botany, plant science, etc.) or (b) with at least 24 semester hours in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours must be directly related to the position to be filled. You must include transcripts. -OR- Successful completion of a COMBINATION of experience and education as described above. NOTE: Only progressive education in excess of the first 60 semester hours (i.e., beyond the first two years) of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirement, assuming the education includes the appropriate number of directly related semester hours, or the equivalent, in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

You will NOT be considered under Pathways unless you provide supporting information from your school. Documentation may be provided in letter format from your academic advisor, school counselor, admission office, etc. to prove enrollment OR it may be provided in the form of several official documents from your school such as a copy of your official transcripts and a copy of your class schedule for next semester. Copies of documents from your school website are acceptable if they contain all relevant information as listed above. Letters from advisors or other school officials must be on school letterhead.
