About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, and military.

Duties

Serves as the Chief Financial Manager and senior resource advisor to the Program Executive Officer, PEO STRI. Provides short-range continuity and expertise in the budgeting, analysis and accountability activities for all PEO resources. Manages the program/budget integration process for all PEO budget activities to include establishing and monitoring financial policy and procedures, defining program submission requirements, and coordinating the execution of the PEO budget. Participates in the implementation of sound financial management practices, produces required budget and audit reports. Assists in the review, evaluation, and performance/budget integration of all PEO programs. Provides oversight of all PEO activities that lead to the preparation of the Agency's Annual Financial Statements and Annual Statement of Assurance. Provides strategic objectives for the development, analysis and maintenance of the PEO policies for business processes of accounting, payroll, financial systems, budgeting and funding systems. Performs the full range of administrative and technical supervisory duties. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. Exercises full authority as a member of the pay pool management in assessing contribution and preparing statements of duties and experience for Demonstration employee.

  • Acquisition Back to Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Advanced - BUSINESS - FINANCIAL MANAGEMENT (BUS-FM)) certification within 48 months of entrance.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
  • This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position requires FM CERTIFICATION LEVEL 3 (FMC03). Selectees must obtain Level 3 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
