The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to AFSOC A6P Policy and Resources Division.
Duties
Plans, organizes, and directs the activities of Cyber and C4 Systems Directorate (A6), ensuring that Resources Branch (A6PR) complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Cyber and C4 Systems Directorate (A6) Resources Branch (A6PR) with a variety of installation and functional area organizations.
Performs budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies.
Provides advice, assistance, and guidance on program and budget policy and related information.
Uses automated programming and budgetary system(s) and computer-generated products in accomplishing assignments.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.(cont.)
- (Cont.) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. (cont.)

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. (cont.)
- (Cont.) Incumbent shall comply with the requirements of this certification program. Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0560.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes directing a program segment that performs technical, administrative, protective, investigative, or professional work. Full spectrum of budgeting functions supporting budgeting, financial execution, and reporting of AFSOC Cyber and
C4 Systems operating funds to include, but not limited to: Commander's Resource Integration System (CRIS) budget snapshots, Defense Enterprise Accounting and Management System (DEAMS) status of funds, open document lists (ODL), Defense Travel System (DTS) travel status reports, Fiscal Year (FY) Execution Plans (EP), spend plans, work plans with storyboards, annual funds distribution reports, execution year purchase document organization, bogey/target/load and limitation reports. Air Force Special Operations Command (AFSOC) full spectrum global coverage of budgeting functions to enable the organization, training, and equipping of 21k Air Force Special Operations Forces (AFSOF) with advanced capabilities to exploit the cyberspace domain across the full spectrum of special operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced concepts, principles, and practices of information technology, communications, and computer systems to develop long-range planning for the acquisition of Cyber and C4 Systems to support mission.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Comprehensive knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with knowledge of budget execution and fiscal law is required to serve as budget analyst and advisor on financial matters pertaining to budget execution and financial management.
6. Comprehensive knowledge of the concepts, principles, practices, laws, and regulations which govern appropriated funds operations is required to plan, develop, coordinate, execute and evaluate the integration of all phases of the budgetary process and to formulate and implement effective and efficient budgetary plans, programs, and policies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
