THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: United Stated Property & Fiscal Office (USPFO), Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

JOB SUMMARY: The purpose of this position is to provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Evaluates unit and organizational effectiveness. Collectively evaluates management effectiveness of property management functions and informing management of their programs. Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.

  • Must meet Compatible Military Assignment within one year from placement.
  • Wear of the military uniform is mandatory.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and skill in applying statistical analysis and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Ability to use statistical trend analysis and evaluative methods and techniques to ensure that all cost center analysis' are effective and efficient. Knowledge of administrative logistics and physical security regulations and operating procedures and possesses skills in applying fact-finding and investigative techniques (e.g., supply personnel and unit commander interviews, review of work procedures, command supply discipline and financial liability of loss reports, instructions, records, and files) to gather clear-cut factual evidence of compliance with logistics and physical security regulations, directives and local standing operating procedures (SOP). Knowledge of logistics and supply operations in order to validate status of on hand property and equipment regarding excess property postures, turn-in procedures, equipment/supply receipt procedures, processing statement of charges, posting adjustments to property records, accountability procedures, and review of durable/expendable document registers. Knowledge and skill of analytical techniques performed through interviews with supervisors, employees, and organizational workforce, including commanders and supply personnel to establish recommended solutions or follow-on actions. Knowledge in conducting interviews and evaluations, analyzing findings and developing recommendations for corrections or improvements in the evaluated program. Knowledge of organization mission, logistics capabilities and requirements, to effectively communicate scope of the review, including regulatory standard, discrepancies and recommend corrective actions during entrance, and exit briefings to applicable unit/activity, staff, and directorate personnel. Knowledge of administrative regulations and operating procedures to identify, analyze, and provide recommendations for improving management, administrative, operations and maintenance methods and procedures. Knowledge of Department of the Army (DA), Army National Guard (ARNG), policies, procedures, regulations and precedents; enabling the incumbent to correlate and implement change to program goals and objectives directly associated with accountability requirements and goals of the USPFO and Chief, NGB. Knowledge to plan and conduct evaluations, projects and studies to recommend future changes in their effectiveness and efficiencies for logistic processes and programs. Knowledge and skill in applying statistical analysis, sampling methods and techniques to determine compliance with applicable standards. Ability to review, analyzes, and resolves conflicts between local and higher headquarters regulations. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Officer: O1 through O2; Warrant: WO1 through CW3; Enlisted: E-5 through E-9 UNIT OF ASSIGNMENT: Any unit within the state CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
