About the Position: Incumbent serves as Real Estate Division technical manager for Federal and complex cost-shared acquisition projects.
Duties
Performs assignments relative to the acquisition of land, easements, and rights-of-way.
Provides oversight of Real Estate activities to local sponsors (local governments, state agencies, etc.) on complex cost-shared projects.
Prepares and/or oversees completion of all real estate planning studies and design memoranda to establish the Districts recommendations as to tentative and final real estate acquisition lines for all required interests.
Contacts property owners, corporations, and agricultural landowners, etc. to arrive at an agreement on the basis of appraised value and obtains execution of the necessary acquisition documents.
Oversees the preparation of real estate cost estimates for all planning reports; and recommends schedule and cost changes and insures the accuracy of real estate information and attends all meetings for technical managers.
Prepares and/or oversees the preparation of real estate plans for Project Management Plans, Initial and Feasibility Studies, Rehabilitation Evaluation Reports (RERs), General Reevaluation Reports (GRRs), and Real Estate Design Memorandum (REDMs).
Studies appraisal reports, tract maps, and other available information to become thoroughly familiar with property, ownership, and other conditions involved.
Makes recommendations on behalf of the Real Estate Region in all areas of project planning, to include the extent of acquisition required, manpower allocation, cost increases/adjustments, schedules, etc.

Minimum Qualifications NH-03
Specialized Experience: One year of specialized experience which includes assisting in implementing corrective courses of action for acquisition work; managing workload and/or budget requirements for Real Estate projects, and acquiring real estate interests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
