This is Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Natural Resources Program Manager for the Operations Support Division.

Duties

Serves as Natural Resources Program Manager for the Operations Support Division, Iowa Army Ammunition Plant (IAAAP) with responsibility for the development and administration of the forest, land, fish and wildlife, and hunting and fishing programs. Programs include National Environmental Policy Act (NEPA), Cultural Resources Program, Fish and Wildlife, Forestry, Wildland Fire Program, Pesticide, and agricultural out lease programs. Develops budgets, work plans and management plans in accordance with the multiple use concept of all natural, renewable resources to achieve optimum use while maintaining the environmental qualities, ecological relationships, and aesthetic values. Serves as the installation pest management coordinator and pest management quality assurance evaluator. Performs environmental, cultural, and natural resources review of federal actions and mission activities on the installation to evaluate impacts to natural and cultural resources. Assesses fish and wildlife populations and determines habitat requirements. Develops and implements a Forest Management Sustainability Plan that ensures timber operations, treatment, and harvest techniques are compatible with long-term natural resources strategies and goals. Develops and coordinates the plant agricultural lease program integration with the Iowa Army Ammunition Plant mission, grounds maintenance and other programs. Serves as the Program Manager (PM) for the Cultural Resources Program which includes management of the Integrated Cultural Resources Management Plan (ICRMP) ensuring all requirements in the plan are fully executed. Serves as the Installation pest management coordinator (IPMC) and manages the pest management program including coordination of the use of approved pesticides with the Army’s pest management consultant. Prepares, plans, and budgets for all the conservation program elements through the Army’s conservation reimbursable program.

Requirements

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Must possess and maintain base driving privileges. Installation driving privileges are automatically granted unless suspended or revoked.
  • Must be able to obtain and maintain IPMC certification through the Armed Forces Pest Management Board.
  • Varying hours may be required.
  • Fieldwork is subject to adverse weather conditions.

Additional information about transcripts is in this document. Basic Requirement for Natural Resources Management and Biological Scientist (0401). A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.) In addition to meeting one of the above basic requirements, specialized experience must also be met: Specialized Experience: One year of specialized experience which includes: 1) Evaluating impacts of activities on natural resources, such as conservation or protection of the land; 2) Evaluating impacts of activities to cultural resources, such as compliance with environmental laws/regulations; and 3) Coordinating an agricultural lease program for an organization This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent.
