The incumbent serves as an administrative specialist to the Research and Development Administrative Office and/or the Research and Development Centers of Excellence at the VA Puget sounds Health Care system.
Duties

NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4 years). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Assist in managing financial resources for research center, including budget development and projections, monitoring expenditures, and reporting expenditures.
Perform analysis of contractor budget proposals and expenditures.
Order supplies, equipment, and services for research center.
Coordinate and arrange meetings between research center and other stakeholders.
Develop agendas and provide supporting materials for discussion at meetings.
Develop or co-develop educational materials for presentation to stakeholders, including written material and oral presentations which are virtual or in person.
Coordinate travel for research center.
Develop and maintain ongoing working relationships and communications with study sponsors, review boards, affiliate university, and other participating study sites, institutional departments, or officials.
Develop, submit, and monitor the applications required for various review boards for VA and other institutions.
Ensure data security by securely storing data in compliance with current policies and procedures.
Coordinate the utilization of study resources, including space, equipment, and furnishings.
Coordinate the utilization of study staffing.
Respond to inquiries and give guidance or direction regarding administrative aspects of studies.
Work Schedule: Monday to Friday - 8am to 4:30pm

Qualifications
To qualify for this position, you must meet the following:
Specialized Experience: MUST possess one (1) year of specialized experience equipped you the knowledge, skills, and abilities to successfully perform the duties of the Administrative Specialist, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-07 level in the Federal service. Specialized experience includes: administrative training in assisting in managing financial resources, including study budgets; budget development and projections, ordering supplies, equipment, and services; monitoring and reporting expenditures; understanding of administrative aspects of study protocols; data and records management; and use of software for management of scientific and administrative information. (This experience must be documented in your resume.)
OR
Education: MUST possess 2 full years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of study, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED)
OR
Combination of Education and Experience: MUST possess equivalent combinations of education and specialized experience (as described above) to meet the requirements at the GS-9. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work is mostly sedentary, in an office, laboratory, and /or patient care environment, but requires mobility (including occasional travel), good physical senses (particularly in laboratory environments), and manual dexterity.
