Duties

WHAT IS THE TAXPAYER SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Account Services, Electronic Products and Services Support (EPSS), Workforce Planning, Training & Quality (WPTQ) The following are the duties of this position at the full working level. Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Leads or serves as a team analyst or advisor overseeing team members, project leaders, and/or project support personnel. Develops long-range program plans, goals, objectives, and milestones. Identifies and develops ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives. Researches and investigates new or improved business and management practices for application to operating programs. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-9 level in the federal service. Examples of specialized experience include basic qualitative and quantitative techniques to gather, assemble, and analyze facts, draws conclusions, and devise alternatives and/or recommended solutions; Experience with analytical and evaluative techniques to identify, consider, and resolve conventional, observable issues or problems of a procedural or factual nature; Experience with the theory and principles of management and organization, including administrative practices and procedures, to improve procedures and determine program requirements; Experience with interview techniques to obtain and gather information; Experience with oral and written communication techniques sufficient to develop and taxpayer correspondence and web content in plain language. Experience preparing evaluations for a segment or phase of a broader project or study; Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Prepare draft reports and other substantive guidelines and materials; Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; and make recommendations and conduct studies of employee/organizational efficiency and productivity. OR you may substitute education as follows: Ph.D. or equivalent doctoral degree in a related field. OR three full years of progressively higher-level graduate education in a related field of study leading to a Ph.D. or equivalent doctoral degree. OR LL.M., if related. OR one year of experience and education equivalent to the amount required. GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-11 level in the federal service. Examples of specialized experience include experience with evaluative and analytical methods sufficient to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering. Experience with project management techniques to plan, schedule, and conduct complex projects. Experience with the mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with oral and written communication techniques sufficient to effectively develop and deliver reports, analyses, presentations, findings, briefings, recommendations, customer responses, taxpayer correspondence and web content in plain language, etc., and to effectively negotiate solutions. GS-13 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-12 level in the federal service. Examples of specialized experience include experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative. Experience with management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with budgeting methods and techniques to prepare analyses and estimates of resource needs. Experience with oral communication techniques to present findings and deliver briefings, help others in understanding and accepting findings and recommendations, and negotiate solutions to disputed recommendations. Experience with written communication techniques to prepare project papers, staff reports, manuals, directives, taxpayer correspondence and web content in plain language. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
