About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as a Division Chief and supervisor, planning, directing, organizing, and exercising control over employees assigned to the Architecture & Engineering Division of the USCYBERCOM.
Duties
Responsible for advising the USCYBERCOM CIO/DCIO, J6 Director and other Command staff elements on the EA and relationship to cyberspace operations.
Performs and leads subordinates in performing Systems Engineering (SE) duties, such as reviewing and evaluating solicitations, proposals and system designs to ensure that all information systems are in compliance with the USCYBERCOM EA.
Assigns available personnel to project teams, and re-balances the workforce and workload on a continuing basis, as needed.
Leads USCYBERCOM enterprise architecture working groups and participates in the Command's requirements and technical review boards and work groups and provides technical EA support to CJO/DCIO governance and oversight activities.
Defines enterprise-wide architecture documentation standards, principles, and policies focused on information systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- IAW DoD Manual 8140.03, the incumbent of this position must achieve the appropriate certification based upon DCWF work role and the technical requirements of this position.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

This position is in the Supervision/Management category at the Expert level within the CES Occupational Structure.
To qualify based on your experience, your resume must clearly describe the following quality experience: Specialized experience would be demonstrated by defining enterprise-wide architecture documentation standards, principles, and policies focused on information systems. Reviewing and analyzing information systems providing expertise to insure inclusion of the mandated Technical and Security Architectures for Command missions and projects. Identifying emerging technologies which require developing an architecture and engineering strategy to align to Commands emerging missions. Managing assigned tasks and workload to ensure architecture standards and policy are completed in accordance with established objectives, achieves acceptable results, and meets stated milestones/timelines.
My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
